Milton Friedman said that “one of the greatest mistakes is to judge politicians and their programs for their intentions, rather than for their results.”
He fiscal balance It is not an ideological slogan, it is the foundation on which a viable economy and an orderly society are built. Defending it does not imply cutting rights, but preserving them over time. In Argentina, Every time the order of public accounts broke, inflation shot up, salaries were pulverized and poverty multiplied.
When there is Fiscal deficitThe State exerts excessive pressure on private savings, absorbing financing that could be used for productive projects and the development of the private sector. In addition, this situation generates unsustainable tax pressure, which ends up suffocating investment and consumption. The policy of “spending without limit” ends up impoverishing those who claims to protect.
What is the responsibility of the Legislative Power? Article 75, subsection 19 of the National Constitution is unequivocal: corresponds to the Congress to legislate defending the value of the currency and promoting development with equity. Without fiscal balance there is no currency, and without currency there is no possible social contract.
Then, legislating increasing expenses without providing their financing is not only irresponsible and unsustainable: it is also unconstitutional. Argentine economic history is one of the best examples of the world of how fiscal defrost condemns a country to stagnation already recurring crises.
Historical evidence is overwhelming. According to the Iaraf, Argentina recorded fiscal surplus in just 7 of the last 65 years. In 90 % of the period, the State spent more than it raised. Even between 2003 and 2008, with extraordinary terms of exchange, liquefy of debt spending and restructuring, Kirchnerism chose to expand spending instead of ordering accounts. As a result, public spending went from 26% of GDP in 2002 to 47% in 2015. No other country doubled the size of the State in such a short time and with such disappointing results in terms of quality of life and public services.
Last year, after 17 long years, the Argentines managed to recover the fiscal balance after a great effort. The zero deficit is not a dogma. It is an indispensable condition to get out of the vicious circle of inflation, restore the value of the currency and return predictability to families and companies that want to work, invest and grow.
Therefore, any law that implies dishes must include its budget forecast and its source of financing. Otherwise, we will be facing a rape to our Magna Carta.
Also, it is essential that this year the national budget in Congress is approved, in compliance with articles 4 and 75, subsection 8, of our National Constitution and in accordance with the Financial Administration Law.
The allocation of resources cannot be freed to the whims of Kirchnerism and opposition sectors that resist abandoning the logic of spending expansion and infinite emission, clientelism and electoral short -term.
It is time for Congress to legislate with the seriousness that this historical moment demands. With responsibility. With fiscal discipline. And with the conviction that the greatest act of social justice is to sustain a country that works in the long term.
