A bill to reduce the working day in Argentina

In our country, the working day law 11,544 sets 8 hours per day or 48 weekly.

It translates into 8 hours per day from Monday to Friday, (there are 40 hours plus 8 hours on Saturday); or

You can 9 hours per day, (45 hours per week and 3 hours on Saturday).

The ninth hour is not extra, but the tenth is. You should not always exceed 48 hours a week.

In April 2021 I introduced the concept of “quality of life – quality of work ”. In it we have one of the advantages, that the worker manages to better manage his time, generates a greater retention of talent, which can be translated into greater productivity.

The concept of “quality of life – quality of work”, can increase productivity and generate more genuine employment, allowing the same time the reduction of labor conflicts and a better quality of life for employees.

In the project we have been working on for the contraction of the working day, which I call: (Quality of life + Quality of work) would be:

BILL.

Article 1 – Modify article 1 and 2 of Law 11,544, being worded as follows:

The duration of the work may not exceed eight hours per day or forty-eight hours from Monday to Thursday. for any person employed as an employee in public or private farms, even if they are not for profit.

The working day can be extended up to a limit of 10 hours per day, in the case of working an eleventh hour, this will be extraordinary.

Not included in the provisions of this law are agricultural, ranching and domestic service jobs, or establishments in which only members of the family of the head, owner, entrepreneur, manager, director or principal authorized work.

Article 2 – The night work day may not exceed seven hours, understood as such between twenty-one and six hours, from Monday to Thursday. When the work must be carried out in unhealthy places in which the vitiation of the air or its compression, fumes or permanent toxic dust, endanger the health of the workers employed, the duration of the work will not exceed six hours per day or thirty-six hours per week. . The Executive Branch will determine, either directly or at the request of an interested party and after a report from the corresponding technical departments, the cases in which the six-hour shift will govern.

Its virtues can already be verified in developed countries where increased productivity by 20% in companies with happier workers.

Electricity consumption expenses decreased by 25.1% and paper printing was 58% lowercompared to the previous year.

This allows a better administration of working hours based on the free time of the workers (family, social, personal) and a considerable increase in the production of the companies. The experimental results are encouraging, taking into account the social, economic and cultural benefit.

There is no longer any doubt that digitization is changing the world of work. Jobs are changing, some types of work will disappear and others will emerge.

Online and real-time connections through ICTs have allowed workers to carry out their tasks anywhere and at any time.

This evolution and mutation of work and of the classic forms of work, raise the growth of employment and the increase in productivity in companies and savings in labor costs, since we are no longer facing a phenomenon that can be covered only at the national level, rather, it requires an international approach that transcends borders.

According to this modality, the worker acquire a level of quality, of intellectuality and a rest that will make him more efficient in his work

In conclusion, the countries with the highest degree of productivity and efficiency, that reduce the working day and that make use of new technologies and employment 4.0 will be lucky to produce much more for each hour of work and have more satisfied dependents.

In our country, we should encourage ourselves to try this change, not only because of the economic benefits that it brings for businessmen, but also because of the great positive impact it has on the quality of life of workers. There is no economic or trade union obstacle to the implementation of a reduction in the working day, but the reluctance derives from archaic customs regarding the perception of work. It is proven that a satisfied employee is an employee who produces more and better. That is why we must adapt to this new reality in order to harmonize the working life and private life of workers, without any economic detriment to employers.
