He called Putin’s recognition of the independence of the Donetsk republics “indisputable actions against Ukraine” and presented the “first tranche of sanctions”, promising to strengthen them in the event of an escalation of the situation.

The American leader announced at the White House special measures regarding Russia’s sovereign debt. According to him, the new restrictions will exceed the sanctions introduced in 2014. The new restrictive measures are expected to come into force on Wednesday, February 23.

Earlier that day, Biden signed a decree imposing sanctions against Donbass after Russia recognized the independence of its republics. In addition to restrictions on investment in the regions, the American leader banned the import of any technologies, services and goods from the Donbass republics into the United States. Also, persons who are involved in various activities in the DPR and LPR may be subject to sanctions.

Such a reaction from the West was caused by the signing on February 21 by Russian President Vladimir Putin of decrees recognizing the independence of the LPR and DPR and treaties of friendship, cooperation and mutual assistance. On February 22, the Russian leader signed federal laws on the ratification of friendship and cooperation treaties with the DPR and LPR.

Since 2014, the Ukrainian authorities have been conducting a military operation against the inhabitants of Donbass, who refused to recognize the results of the coup d’état and the new government in Ukraine. At the same time, Kiev blames Moscow for the current situation. Russia has repeatedly stated that it is not a party to the intra-Ukrainian conflict. The issues of its settlement are being discussed in the Minsk and Normandy formats.
