The Ministry of Internal Affairs (MVD) of Russia has proposed to change the purpose of entry into the Russian Federation for foreigners in the event of their stay in the country without leaving, said on Thursday, February 24, the head of the Main Directorate for Migration of the Ministry of Internal Affairs, Valentina Kazakova.

“As a general rule, a foreign citizen is not entitled to carry out activities other than the declared purpose of entry into the Russian Federation, this is valid today. But if today he needs to leave the territory of the Russian Federation in order to change the purpose of entry and then re-enter … the new draft law provides for a change in the purpose of entry and stay without leaving the territory of the Russian Federation, ”TASS quoted her as saying.

Kazakova added that the bill will consolidate the ability to combine several purposes of stay.

“A foreign citizen, regardless of the purpose of his stay in the Russian Federation, is given the opportunity to make tourist trips. Foreign citizens still do it today. We are just consolidating what is happening today,” she said.

Foreigners who have received asylum in Russia or the status of a participant in the state program for the resettlement of compatriots will be able to study and work without changing the purpose of their stay, added the head of the migration department.

The legislative initiative of the Ministry of Internal Affairs of Russia is being carried out as part of the implementation of the concept of the state migration policy of the Russian Federation for 2019–2025 approved by Russian President Vladimir Putin. The draft law “On the conditions of entry (exit) and stay (residence) in the Russian Federation of foreign citizens and stateless persons” is undergoing interdepartmental coordination.

In December 2021, Valentina Kazakova said that in three months, 400 stateless persons received a temporary identity card in the Russian Federation. In addition, over 11 months of the year, the Ministry of Internal Affairs banned more than 160,000 foreign citizens from entering the country. This is almost 9 thousand less than the same period last year.
