The Russian government has created the necessary margin of safety so that the reaction of the stock markets in connection with the recognition of Donbass and the subsequent military operation is as short as possible. This was announced at a briefing on February 24 by Kremlin spokesman Dmitry Peskov.
“The emotional reaction of the markets in the financial sector was predicted. To ensure that the period of this reaction was as short as possible, all the necessary measures were taken, the necessary margin of safety was created. Yes, this is an inevitable emotional reaction, but it will even out, take a calmer and more conscious perspective in the near future, ”Peskov said.
He also noted that the majority of Russians supported President Vladimir Putin’s decision to recognize the Lugansk and Donetsk People’s Republics (LNR and DNR). At the same time, answering the question whether the reaction to the military operation in the Donbass was assessed, Peskov replied that he did not have such data yet. He suggested that the level of support would not be lower, stressing that such a decision was made on the basis of appeals from the leaders of these two republics and in the interests of the country.
On the morning of February 24, Russian President Vladimir Putin, in his special televised address, announced that a special military operation would be carried out in the Donbass in order to protect the civilian population.
As Andrei Krasov, First Deputy Chairman of the State Duma Committee on Defense, noted in an interview with Izvestia, the Russian president outlined the goals of the military operation, there is no talk of a war between Russia and Ukraine. The operation is carried out to save the life and health of residents of the DPR and LPR.
On February 21, Putin signed decrees recognizing the independence of the LNR and the DNR. Also, the Russian leader and the heads of both republics Leonid Pasechnik and Denis Pushilin signed agreements on friendship, cooperation and mutual assistance. The documents were ratified the next day by both the republics themselves and the Russian State Duma.
The situation on the line of contact in Donbass escalated on February 17. In the Donetsk and Lugansk People’s Republics, heavy shelling by Ukrainian security forces was reported, including from heavy weapons. The republics announced a general mobilization and evacuation of civilians to the territory of Russia.
Since 2014, the Ukrainian authorities have been carrying out a military operation against the inhabitants of Donbass, who refused to recognize the results of the coup d’état and the new government in Ukraine. At the same time, Kiev blames Moscow for the current situation. Russia has repeatedly stated that it is not a party to the intra-Ukrainian conflict.
