A number of regions sent their proposals to the State Duma on changes to the federal law “On the Responsible Treatment of Animals.” Among them are the possibility of euthanizing aggressive individuals, limiting the number of pets in living quarters, and fines for abandoning an animal.
Many ideas are already being considered by federal legislators, Vladimir Burmatov, First Deputy Chairman of the State Duma Committee on Ecology and Environmental Protection, told Izvestia.
“We are ready to support some of the proposals to expand the powers of the subjects. For example, to give a real opportunity to ban self-walking in municipalities, because many attacks are carried out not by stray animals, but by owners. We also support the proposal of the subjects to independently decide whether to release animals into the habitat or keep them in shelters for life, if the region makes such a decision for itself,” said Vladimir Burmatov.
He added that there are regions that work very effectively with stray animals, returning them to their natural environment and at the same time reducing the population through mass sterilization, for example, St. Petersburg or Nizhny Novgorod.
In addition, there are regions where, after sterilization and vaccinations, animals are placed in good hands or left for life in a shelter without returning to their habitat, as they do in Moscow. Also, according to the parliamentarian, it is important to increase the responsibility of animal owners.
The State Duma does not report on the timing of consideration of the proposals of the regions.
