He September 28, 2005 Argentina took a historic step: it sanctioned the Law 26,061 of Integral Protection of the Rights of Girls, Children and Adolescents. Since then, we live under a paradigm that changed forever the way we conceived of childhoods: no longer as guardianship objects, but as full subjects of law. That transformation was not merely legal; It was also, and is still cultural. He reminded us that children and adolescents cannot expect: Their rights are here and now, and their protection is an indeligible responsibility for family, society and the State.

Twenty years later, the challenge is to update that foundational spirit to the new times. Today, protecting childhoods also means guaranteeing their safety in a digital world that advances at a dizzying speed. Threats have changed: cyberbullying, the dissemination of sexual exploitation material, cybethafs and, in their most serious expression, child sexual abuse online, known as the crime of grooming, force us to be in a permanent state of alert. Because the virtual universe, which opens so many opportunities, also exposes the most vulnerable to risks that were inconceivable for legislators when creating the norm.

I say not only as an official, but also as a mother of two very small babies. I look at my children and ask me what digital world they will live. That is why we cannot, as responsible parents and adults, outsourcing digital education, or depositing all responsibility in school or in the state. The first protection barrier is always at home: in the fathers and mothers who accompany, dialogue and mark a path. But so that this task is not lonely, from the State we are present, providing tools, training and assistance. That co -responsibility is the only possible way to really take care of our childhoods.

From the City Ministry of Justiceunder the leadership of Gabino Tapia, We assume that commitment to concrete facts. Through the General Directorate of Victim Assistance we carry out training and workshops in schools, communes and sports agencies to prevent cybercrime and strengthen the protection of children and adolescents. We promote the elaboration and design of a practical guide to prevent and assist cases of online sexual abuse, together with the Ministry of Security and the City Public Security Institute. We also work together with the Guardian Public Ministry to provide free criminal legal sponsorship in cases where children and adolescents are victims and lead the local committee against human trafficking, firmly addressing the sexual and work exploitation of childhoods.

In addition, within the framework of a policy of Restorative Justice and Preventionwe are advancing in the signing an agreement with the Austral University and the Cybercrime and Digital Evidence Observatory in Criminal Investigations (OCEDIC) for the realization of Workshops in which the No recidivism in crimes such as grooming, putting the axis in criminal responsibility, the repair of the damage and the protection of the rights of the most vulnerable.

In terms of Child labor, We carry out Inspections permanently together with Children and Adolescents Rights Council (CDNNYA) Regarding cases of artistic child labor, verifying regularity and legality against possible exploitation scenarios. We advance in the formalization of a approach circuit for these cases between the Ministry of Labor and the CDNNYA, in order to establish clear mechanisms of derivation and coordination for early detection and timely assistance.

In addition, We defend the right to feed children and adolescents through Controls in soccer stadiums and in mass cultural shows for prevent those who appear in the Registry of Moors Debators to access recreational activities in the city. With these operations we also seek to raise awareness in society.

In addition, we promote youth participation in democratic life with programs such as “My vote, my choice”, which has already trained more than 280 thousand young people for their first vote, and “I chose to participate”, that reached thousands of students, promoting citizens active beyond suffrage. Because a child who knows their rights and participates will be a more conscious and responsible adult.

None of this would be possible without the conviction that justice is not built only in court, but in each classroom, club and home. Our commitment is to guarantee rights, give answers and be present. In that sense, we made WhatsApp lines available, access points to Rights in Health and Community Action Centers (CESAC)free legal advice and accompaniment in each instance of the criminal process.

As a woman, as a mother and as an official I believe that protecting our boys and adolescents in the face of the risks of modern times is not just a legal duty: it is an ethical obligation and a shared responsibility. Two decades after the sanction of Law 26,061 we have to assume the responsibility that touches us and update your mandate to face the current challenges. Childhoods cannot wait And each right violated in a child or adolescent is a debt of the whole society. For us, boys are a priority and will always be.
