Until now, the current system has been constantly suspected of irregularities such as theft, concealment of ballots or other forms of fraud, which, although not always verified, seriously damage the legitimacy of the election by having a negative effect on public credibility. .
On the other hand, we already know the shortcomings of the electronic voting system that at some point an attempt was made to implement in our country and that proved to be completely insecure in order to guarantee the transparency of voting: the entire voting system is digital, it is not printed the ballot, the vote is cast and stored in the machine. Votes are counted electronically and therefore the result of the election may be subject to manipulation techniques or subterfuges.
The BUP system is used in most countries of the world. The electoral body prints ballots with all the options for each category and positions. There are various ticket designs. In some cases, ballots are printed with all the categories of positions and, in others, one ballot per category and different ballot boxes are used to store the votes. Also, in some layouts the ability to vote for a list for all categories has been added.
The scrutiny is manual, for which the results of each ballot are recorded in a draft and then added to arrive at the results by political group and category of positions. The scrutiny documentation is filled out manually, transmitted and then must be uploaded to a computer to be incorporated into computerized databases.
The advantages of this system are evident: there can be no theft or impersonation of ballots, it is simple because the voter makes his choice by marking the corresponding boxes and it has less environmental impact because the envelopes are eliminated and with them, many kilos of little-used paper .
Another advantage is that the entire electoral offer can be in a single ballot (Córdoba system) or be divided into several “single ballots”, each one for an elective category (Santa Fe system).
If ballots separated by categories are used, they can be deposited in different ballot boxes, further facilitating subsequent counting (Santa Fe system).
Eliminating suspicions, possible fraudulent maneuvers and, therefore, increasing the confidence of citizens in the transparency of their vote, will result in an enhancement of our democracy and will allow greater freedom when electing representatives at all levels.
We owe this debate to ourselves. We have the possibility of doing it in front of the people and generating even greater legitimacy for our institutional order. For my part, I am honored to be part of RAP (Political Action Network), which is an organization that promotes civic friendship in different political spaces and where we have been dealing with this project for a long time, with conviction and without sectarianism.
