Two global initiatives that reveal the responsibilities assumed by China

So far this year, security threats, both conventional and unconventional, are intertwined, with the rise of unilateralism, hegemonism and power politics, affecting world peace and development with new factors of instability and uncertainty and further complicate international news. Last April, President Xi Jinping formulated, on the occasion of the opening of the Annual Conference of the Boao Forum for Asia 2022, the Initiative for Global Security, with the aim of to systematically answer the question of the century, namely, the concepts of security that the world needs and the methods of materializing common security. This is another relevant international public product after the Global Development Initiative, another vivid reflection of our country’s vision of the community of humanity’s shared future.

The heart of the Initiative for global security It is made up of 6 concepts in which it is necessary to persevere:

1. uphold the vision of common, comprehensive, cooperative and sustainable security, and work together to uphold world peace and security;
2. persist in respecting the sovereignty and territorial integrity of all countries, not intervening in the internal affairs of other countries, and respecting the development path and social system independently chosen by the people of each country;
3. persist in abiding by the purposes and principles of the UN Charter, abandon the Cold War mentality, oppose unilateralism, and reject group politics and inter-bloc confrontation;
4. persist in taking seriously the reasonable security concerns of all countries, abide by the principle of indivisibility of security, build a balanced, effective and sustainable security architecture, and reject seeking one’s own security at the expense of others’ other countries;
5. persist in resolving discrepancies and disputes between countries in a peaceful manner through dialogue and consultation, support all efforts in favor of the peaceful solution of crises, reject double standards and repudiate the abuse of unilateral sanctions and the “long-arm jurisdiction” ; Y
6. persist in upholding security in both traditional and non-traditional areas, in joint response to regional disputes and global issues such as terrorism, climate change, cybersecurity, and biosecurity.

These 6 well-interrelated persistences, as a dialectical and united organic whole, present both the macro mentality and the practical resolutions, which again reveal China’s wisdom and projects in international security.

Regardless of international events, China always upholds the banner of peace, development, collaboration and shared win, safeguarding the world’s security and promoting sustainable development and common prosperity. China is the only one on the planet that enshrines “persistence on the path of peaceful development” in its own Constitution and the only one of the five possessors of nuclear weapons that commits not to use nuclear weapons first, and the major country with the best track record in upholding global peace and security. China, a supporter of the purposes and principles enshrined in the UN Charter, always advocates respecting the sovereignty and territorial integrity of various countries and is the nation that sends the most blue helmets among the permanent members of the Security Council, as well as the second source of funds for UN peacekeeping operations. China’s position is that we should uphold Ukraine’s sovereignty and security and equally address Russia’s reasonable security concerns.. What is urgent is to put an end to the conflagration in search of peace, avoiding the exacerbation of the humanitarian crisis. Large countries must respect each other, repudiate the Cold War mentality and confrontation between blocs, and gradually build a balanced, effective and sustainable international and regional security framework.

Security is the premise of development and development is the extension of it. The two initiatives promoted by China promote each other, agree to safeguard conventional and unconventional security and seek the greatest common divider in the international community, providing renewed support to the international response to the deficits in peace, security, trust and governance. The above initiatives of universal benefits and inclusiveness reveal China’s willingness to take responsibility for leading global governance in a correct orbit. As an integral strategic partner of Argentina, China appreciates Argentina’s willingness to implement multilateralism, join the Belt and Road Initiative, support the Global Development Initiative, in anticipation of the country’s active participation and incorporation into the Global Security Initiative.

I would like to reaffirm that China will firmly and unswervingly follow the path of peaceful development and commit to building world peace, contributing to global development and safeguarding the international order. China is prepared to exchange observations with the various parties, including Argentina, on the implementation of these two initiatives, which will guide us in the political resolution of burning issues at the international and regional levels, in favor of peace and tranquility. and the forging of the community of shared future.
