The incorporation in the bill says verbatim: “The National Executive Branch be empowered so that through the Ministry of Economy it can build special customs areas in terms of the Customs Code Law 22,415.”
The provincial government had already managed to incorporate the installation of a special customs zone for Misiones in the 2021 budget project into the General Expenditure Budget of the National State, but President Alberto Fernández vetoed it at the request of the then Minister of Economy, Martín Guzman. At that time, the incorporation had also generated a wave of requests for areas with the same characteristics from other provinces.
“Now things can be different,” said Sartori. It so happens that at that time the incorporation of the Misiones claim had been supported by the then president of the Chamber of Deputies, Sergio Massa. “Now Massa is the Minister of Economy and we have his commitment”, added the missionary legislator.
Sartori stressed that, with the governor, Oscar Herrera Ahuad, “we have been working and insisting on the issue. Meanwhile, the president of the Chamber of Deputies of the Province and driver of the Missionary Renewal Front, Carlos Rovira, entrusted us with this mission and we were able to get the issue included in the 2023 Budget. Now we are going for its approval.”
The fight for a special customs zone for the province is a fight that has been going on for some time. “We missionaries are insistent and hardworking. We got here with the issue and now we are going to continue insisting until it becomes effective, we are talking about an act of strict justice for the missionaries”.
The special customs zone project had already had the support of the then president of the Chamber of Deputies of the Nation Sergio Massa when it was incorporated into the 2021 budget project.
As soon as the former mayor of Tigre took office as Minister of Economy, the governor of the province, Oscar Herrera Ahuad, made this issue a priority on the agenda to be discussed in successive meetings with the national official.
It was even the central axis of the meeting of governors of Nea and Noa in Santiago del Estero held this week.
Its approval depends on the legislators and its entry into force on the President of the Nation, Alberto Fernández, who, if approved, will have the power to decide where in the country special customs zones should be installed. “Misiones has a very particular situation because 90% of its border is with neighboring countries, that is why it must be considered in particular; said the missionary national legislator for FR Diego Sartori.
