Monotax for technology professionals: a measure that extends rights among knowledge exporters

The monotax initiative for technology professionals and other talents -which has not yet been debated in the National Congress- is part of a package of measures that we have been implementing: the Knowledge Economy Law, the Promotion of the Export of the Knowledge Economy, investments in technological clusters, video games, the Law for the Promotion of Modern Biotechnology and Nanotechnology and coordination with all areas.

From the Secretariat we generate State policies that respond to the demands of all the productive sectors and of all the workers who export their services and knowledge. For some years now, companies in the software industry have benefited from a reduction in employer contributions of up to 80% and a reduction in income tax rates of up to 60%. The initiatives that are promoted are not opposed to each other, but complement each other creating a comprehensive policy and a virtuous circle for the entire national economy.

We achieve nothing if we perpetuate antagonistic thoughts such as being “users or creators of knowledge”. We are both at the same time and we must promote both in the same way. Recognizing the need to incorporate many professionals who today carry out their activity informally into the formal market and mitigating the impact is an integrating and inclusive vision. This measure, which is aimed at the entire universe of the Knowledge Economy, will not increase the flight of talent but rather seeks to incorporate them into the registered system.

With this project we seek that programmers, journalists, university professors, gamers, architects, scriptwriters, translators, and all those unregistered workers can join the tax system that will allow them to access retirement contributions and a social work. Also, they can legally, quickly and easily enter their dollars, and at the same time increase the collection of foreign exchange for export services.

Thinking about the path towards technological and productive sovereignty is something that we have to consider so that the sector grows in a stable manner, meeting the needs of an industry that must complement those of a country and its inhabitants. Therefore, taking into account the history and future of the sector, creating a state-owned software company would be a good measure to order and channel all the needs of this particular ecosystem.

The knowledge and growth of a country is there, in each one of the Argentine men and women. We are part of a government that works tirelessly to value these capabilities.

Secretary of Knowledge Economy of the Nation.
