Redirected guilt

That may be true. The fact that the USA is keeping the war “simmering” out of these self-interests is a blatant insinuation, which is also not correct because it is aired again and again in some right-wing circles.
But the suffering people in (and the refugees from) the Ukraine must regard Steinecker’s statement that the USA has an interest in continuing the fighting as sheer mockery. There is only one imperial aggressor in this war and that is Putin. He, and he alone, is responsible for the day-to-day war crimes that plague Ukrainian civilians.

Attacks on energy infrastructure, carried out with Russian and Iranian missiles and drones, from which the US does not earn a penny.

It is incomprehensible to me how the blame can be diverted towards the USA. Yes, it is, first and foremost, the United States that, through weapons and intelligence information, are enabling Ukraine’s military to exercise its elementary right to self-defense. To suggest that the US is pursuing this out of sheer self-interest is distasteful, to say the least.
