The attendant refused to let the visitor in without personal protective equipment, which caused a violent reaction from the man. He began to raise his voice and bicker with the guard. After that, the attacker took out a weapon and fired several shots.

According to some reports, the attacker arrived at the Center of Public Services on a bicycle and had bags with wires with him. According to eyewitnesses, the man behaved inappropriately, made loud statements about the end of the world and called the coronavirus pandemic a world conspiracy.

The man was neutralized by an employee of the migration department. On suspicion of committing a crime, 45-year-old Sergei Glazov was detained. He is a former military man who served until 2010 and graduated with the rank of lieutenant colonel. A criminal case was initiated.
