The state information system (GIS), which is under development, is being created to increase the transparency of the rental market, to ensure the protection of the rights of both landlords and tenants, and the safety and security of investments. This was announced to Izvestia in the press service of the Ministry of Construction on Friday, December 10.

Earlier on the same day, the ministry proposed to introduce fines for landlords who, when renting apartments, apartments and parking spaces, make payments outside the GIS. Information on the terms and volumes of rental payments will need to be indicated in the program within 30 days from the date of the conclusion of contracts or amendments to them.

“Now the bill is undergoing regulatory procedures. There is an active interaction with stakeholders and federal executive authorities. We plan that by the spring session we will settle all the issues and submit the bill to the State Duma, ”the words of Nikita Stasishin, Deputy Minister of Construction and Housing and Communal Services of Russia, are quoted in the message.

From the moment of its creation, the platform will be 100% owned by the state. To create and operate the system, it is planned to attract a private investor so as not to invest budgetary funds in its creation. The operator will be the Ministry of Construction. The department is studying the option of implementing the initiative with the help of a concession, according to which a consortium of investors with the participation of Dom.RF will be the concessionaire. All business platforms will remain and will work as they did.

The Ministry of Construction added that the development of GIS began on behalf of Russian President Vladimir Putin this year. In early November, the project was submitted to the relevant departments for approval.

In August, Russian Deputy Prime Minister Marat Khusnullin said that apartments rented out by private owners would be drawn into the state rental system. He recalled that a regulatory framework is being prepared to create a unified information system for rental housing in the country, which is scheduled to be completed by the summer of 2022.

In January, Izvestia wrote that the authorities want to tighten control over the rental of housing. It was indicated that the Ministry of Construction was preparing a bill that would create conditions for the formation of a private rental housing market. It was supposed to be submitted to the State Duma by the end of the year.
