As Izvestia found out, there are not many regions that are ready to support the bill on introducing QR codes for visiting public places only taking into account their comments. Sources in the apparatus of the State Duma Security Committee said that today these are three subjects – Chukotka, Altai Territory and the Komi Republic, whose proposals partly overlap with the amendments that Deputy Prime Minister Tatyana Golikova presented on Monday, December 13.
“To provide for the possibility of citizens receiving a QR code not only in the case of a preventive vaccination, medical contraindications for such vaccination, or confirmation that a citizen has had a disease caused by a new coronavirus infection, but also in the presence of antibodies, upon presentation of documents on the results of the study for antibodies, “- says the response of the Legislative Assembly of the Chukotka Autonomous Okrug, which is at the disposal of Izvestia.
The document also notes that citizens must be provided with the opportunity to visit mass and other events, cultural organizations, catering, retail and other facilities upon presentation of a document confirming a negative test for COVID-19.
Consonant proposals are also contained in the revocation of the Legislative Assembly of the Altai Territory, whose deputies, in addition, propose to rename QR codes to “health certificates”, establish a federal list of objects to visit which will require digital passes, and also resolve the issue of checking codes in Russia took place without presentation of identity documents.
“Not a single negative response has been received. Most of them are positive and without any conditions or remarks, “the State Duma’s security committee explained to Izvestia.
They also noted that the deadline for collecting all reviews expires on December 14, and the first reading of the bill on the introduction of QR codes for visiting public places will take place on December 16. After that, the State Duma will again request feedback from the regions to consider the document for a second reading.
