“Outpatient Cancer Care Centers (CAPCs) are conceived as a kind of outposts of the oncological service. One of the tasks of the CAPO network is to bring primary oncological diagnostics as close as possible to humans. Both geographically and functionally: CAPPs are specialized institutions with the necessary diagnostic arsenal and trained personnel. Now we are in the process of introducing CAPPs, so we are not talking about the closure of cancer rooms in polyclinics. The transition to the system of CAPOs should be as natural and comfortable as possible for all our citizens, “he said.
The federal project “Fighting Cancer Diseases” (BOZ) is the most important part of the national project “Health”, which was launched in 2019. The BHO provides for a large number of innovations, one of which is the restructuring of the primary care system. Today, if an oncological disease is suspected, a person can go to an oncologist in a polyclinic, in a dispensary, in a specialized or multidisciplinary hospital. According to the new procedure (approved by the order of the Ministry of Health on February 19, 2021), from January 1, 2022, CAPC should advise, determine a preliminary diagnosis and send to the hospital for a final diagnosis at the oncoconsilium. According to the federal program, about 500 of them should be created. According to the Ministry of Health, from 2019 to November 2021, 354 such centers have already been opened in 77 regions.
