Pros & Cons: Should patient data be exchanged across the EU?

It is undisputed that there is hardly any more sensitive personal data than that about a person’s health. Suspecting the equivalent of a “transparent patient” behind every data exchange borders on paranoia.

Systems with digital ID and digital signatures have long been available to protect against unauthorized access. If it is documented who requested which data and when, this is also transparent for the individual. Targeted prevention would be possible, especially in the health sector, if data could be collected, analyzed and compared – anonymously, of course. The pandemic has shown, not least, how many empty kilometers professional data management could save us.

Real concern

Anyone who talks to computer specialists about the subject of data exchange always gets the same information: There is no such thing as security.

Even if I assume that sensitive information about my health is generally handled responsibly in Austria, the system can still be hacked or misused by employees at any time. And I’m not talking about other EU countries yet.

Selling data is a business model. Anyone who has experienced stigmatization due to certain diagnoses will be wary of being too permissive. I would be happy to make health data available for research purposes – but not with real names, but in a properly anonymized form.
