The June 2021 report prepared jointly by ECLAC and the ILO highlights the negative effect of the greater impact that the health crisis had on female employment and participation throughout Latin America and the Caribbean. This same report also states that job destruction was deeper in informal employment than in formal employment.
In Argentina, despite the fact that some conditions began to improve this year, the labor market has not yet managed to recover and the future causes uncertainty. Added to this are some difficulties that create imbalance, such as the lack of growth in formal employment and the lack of people with the skills that organizations demand today, especially in some locations. The problem is that advancing digital transformation requires skills that are in short supply today.

Forecast. In job searches, applicants seek to hedge against inflation and request higher earnings.
The market requires digital talent and in all organizational areas, that is, people with high levels of flexibility, agility, learning, collaboration and innovation. And the organizations that incorporate this type of talent are those that achieve competitive advantages. At the same time, local economic and salary conditions mean that many profiles, such as those related to the technology industry, obtain considerable better proposals from abroad, both in person and online.
In this scenario, from the point of view of organizations, the area of human capital becomes increasingly key and has the opportunity to sit at the decision table of companies to the extent that it manages to accompany, from the management of people, the organizational transformations necessary to make the business evolve. For these profiles of human resources today the market also demands digital skills such as analysis and decision making with data.
Finally, with a view to 2022 that is approaching, the labor market presents not only challenges for people who wish to join or develop but also for the future growth of companies based in our country, whether national or multinational. And, on the other hand, both parties must solve problems that also depend on regulations that exceed them, which increases the difficulty of rebuilding the work situation.
The State and the unions are also added as key actors to achieve balance in the labor market. Without a doubt, its recovery will depend on the dialogue and alignment of interests of all parties. The difficulties of a complex labor market cannot be solved with individual wills or only a fraction of its stakeholders.
From this perspective, it is necessary to privilege the creation of incentives that increase employment and the design of policies and programs that can narrow the gap between the skills required by market organizations and those possessed by people who are willing to work. But some insurance will be essential if better conditions are to be generated in the medium and long term: both the actions mentioned and others that may be created will require a joint and sustained intervention among all the actors.
