Venezuelan contract threatens Rosoboronexport employees with a criminal case

The contract for the construction of factories for the production of Kalashnikov assault rifles in Venezuela may turn into a multimillion-dollar criminal case for the employees of Rosoboronexport. The Investigative Committee (IC) has already begun checking the company’s employees for articles on negligence and abuse of office.

The reason for it, according to a source familiar with the situation, Izvestia, was the failure of obligations under the contract. According to the investigation, representatives of Rosoboronexport could have transferred 200 million rubles to the account of the contractor, although they knew that restrictions were imposed on it. As a result, a considerable part of this amount was written off in favor of third parties.

The construction of factories for the production of Russian assault rifles was first announced in 2001, when Venezuela signed an agreement with the Russian Federation on military-technical cooperation.

It was reported that the Russian side was supposed to build two factories. On one of them, it was planned to start production of Kalashnikov AK-103 assault rifles, on the other – 7.62-mm cartridges of the 1943 model for them. The new production, designed to produce 25 thousand automatic machines annually, was planned to be deployed in the Venezuelan city of Maracay.

To date, the construction of defense plants in Venezuela has not yet been completed. The contractor company was declared bankrupt in 2018.

If the information about the transfer of money to frozen accounts is confirmed, criminal cases may be initiated against the employees of Rosoboronexport under Part 1.1 of Art. 293 of the Criminal Code of the Russian Federation (“Negligence leading to the infliction of especially large damage”) and Part 1 of Art. 285 of the Criminal Code of the Russian Federation (“Abuse of official powers”).
