Rector of Samara University Ashmarin detained on suspicion of fraud

The Samara District Court has extended the detention of the rector of the Samara State Economic University (SGEU) Svetlana Ashmarina for 72 hours in a fraud case. State Duma deputy Alexander Khinshtein announced this on December 22 in his Telegram channel.

“The decision on the further measure of suppression will depend on her willingness to cooperate with the investigation,” he explained.

Ashmarina was detained on December 20. On the same day, she was charged with major fraud.

“The rector of FGAOU VO“ Samara State Economic University ”was charged with committing a crime under Part 3 of Art. 30, part 4 of Art. 159 of the Criminal Code of the Russian Federation (attempted fraud committed by an organized group on an especially large scale) ”, – reported in the IC department for the region.

As noted in the department, the suspect, who held the post of rector of the SSEU since 2019, was suspended from her duties for the period of investigative actions.

According to the investigation, in November 2020, Ashmarina, together with the deputy head of the research and innovation department for the organization of scientific research and training of scientific personnel, entered into fictitious contracts for 3.5 million rubles, according to which Samara State University of Economics was the executor of a number of research projects. At the same time, it is noted that these works were actually carried out by processing previously written works and falsifying the results of social studies.

The accused “illegally paid the funds for research work to the employees of the educational institution, who actually did not perform the work”. As a result of Ashmarina’s actions, as stressed in the UK, the Samara State Economic University suffered material damage in the amount of 1 million 400 thousand rubles.

Earlier on Wednesday, the Basmanny Court arrested the rector of the Kazan Federal University (KFU) Ilshat Gafurov for two months. He was charged with incitement and preparation for murder (part 4 of article 33, part 1 of article 30, part 2 of article 105 of the Criminal Code of the Russian Federation), as well as incitement to murder (part 4 of article 33, part .2 Article 105 of the Criminal Code of the Russian Federation) committed by a group of persons by prior conspiracy for mercenary motives.

As the head of the criminal practice of BMS Law Firm, lawyer Alexander Inoyadov, told Izvestia, complicity in hired murder carries a penalty of 8 to 20 years in prison or life imprisonment.
