The government told about plans to merge the PFR and the FSS by 2023

The Russian Pension Fund (PFR) and the Social Insurance Fund (FSS) are planned to be merged by January 1, 2023. On December 23, the secretariat of the Deputy Prime Minister of the Russian Federation Tatyana Golikova told reporters about this.

“The members of the commission discussed the upcoming merger of the Pension Fund and the Social Insurance Fund, which is scheduled to be completed by January 1, 2023. As Deputy Prime Minister Tatyana Golikova noted, a temporary working group will be created within the RTK (Russian tripartite commission – Ed.) To discuss legislative initiatives implementing the upcoming changes, ”the secretariat said.

In February 2021, it became known that the PFR could be merged with the FSS and the Federal Health Insurance Fund (MHIF). It was noted that this solution will help improve the optimization and digitalization of social support processes to the level of one window.

In August, the head of Russian trade unions, Mikhail Shmakov, told Izvestia that the Federation of Independent Trade Unions of Russia (FNPR) opposes the merger of the PFR with medical and social insurance funds. He expressed the opinion that in this case the conditions for the provision of pensions, temporary disability benefits and all insurance payments will worsen.

The issue of combining three off-budget social funds was raised in 2018. Golikova instructed the Ministry of Labor, as well as the Pension Fund of the Russian Federation, FSS and the Compulsory Medical Insurance Fund to make conceptual proposals to change the legal status of funds.
