For foreigners in Russia who are under the “controlled stay” regime, there will be restrictions on changing their place of residence, they will also be required to visit a special body that established the restrictions. This was announced on December 26 by the head of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs of Russia Valentina Kazakova.

She said that the law in the field of migration, which is being developed by the Ministry of Internal Affairs, provides for a new mechanism for controlling the stay of foreigners in the country – administrative supervision, within the framework of which a “controlled stay” regime will be introduced.

“Restrictions will be imposed on the controlled persons on the right to change their place of stay without the consent of the controlling body, the obligation to periodically appear in the body that has established the regime of controlled stay or to confirm their presence in another way, including in electronic form,” Kazakova said on the air of the radio “Militia wave”, she is quoted by “MIA Media”.

Among other things, the head of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs announced that instead of two independent procedures for removing foreigners from the Russian Federation (administrative expulsion and deportation), one procedure would be introduced – “expulsion”.

Earlier, on Sunday, the Ministry of Internal Affairs said that in the period from January to November 2021, 667,939 foreigners received Russian citizenship. This is almost 105 thousand people more compared to the same period last year (563 342).

In May, it was reported that Russia would introduce a special legal regime for migrants – “controlled stay”. The Ministry of Internal Affairs indicated that the regime will apply to those migrants in respect of whom, for example, the execution of expulsion decisions has been suspended or their entry from Russia has been restricted due to the need to fulfill the sentences imposed and participate in court proceedings.
