The pilot regions for the introduction of a digital passport, the issuance of which will begin in 2023, will be Moscow, the Moscow region and the Republic of Tatarstan. This was stated by Deputy Prime Minister Dmitry Chernyshenko.

At the same time, he indicated that it would be possible to use such a passport anywhere in Russia.

According to Chernyshenko, the system project of the digital passport is already ready; at the moment, technical tests of the microcircuit and the form – the basic electronic components of the identity card – have been carried out.

He stressed that replacing a paper document with a smart card will remain the choice of every citizen. However, the Deputy Prime Minister is confident that the choice of the majority of Russians will be in favor of electronic media.

The fact that they plan to start issuing electronic passports from January 2023 was announced the day before, on December 26, by the head of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia Valentina Kazakova. She also noted that the number of new passports issued will primarily depend on the desire of citizens to receive them, but, according to forecasts, at the initial stage, their number will be at least 100 thousand.

On December 21, Maksut Shadayev, the head of the Ministry of Digital Security of the Russian Federation, announced the issuance of a ready-made decree on digital passports for consideration by the administration of Russian President Vladimir Putin. According to him, at the moment all disagreements on the draft decree have been removed.

In October, Shadayev announced that e-passports would appear in three regions of Russia by the end of 2022. He stressed that the electronic passport of a citizen of the Russian Federation will be presented in two forms – as a smart card and as an application with a QR code.

A digital passport is an analogue of an electronic bank card with a contactless chip. It will contain the personal data of the person, his photograph. In addition, if desired, it will be possible to enter data such as TIN, SNILS or driver’s license number into the memory of the smart card.
