Trade criticized the parliamentary bill on blocking without trial resources that sell uncertified dietary supplements on the network. We are talking about amendments to the law “On the quality and safety of food products” (29-FZ).
On December 8, deputies Sergei Neverov and Alexander Petrov (United Russia) submitted to the State Duma a bill aimed at limiting the sale of dietary supplements unregistered in the Russian Federation on the network. Parliamentarians have proposed to ban the dissemination of information about the online sale of food products that have not passed the conformity assessment, the circulation of which is limited by regulation. During such an assessment, experts determine whether the safety requirements of the technical regulations have been met. In 29-FZ there is a list of products that have not passed the conformity assessment and are prohibited for sale. These include dangerous, substandard and falsified products, dietary supplements, the composition of which violates the requirements of the Russian Federation.
Business criticized these proposals, follows from the letter of the Association of Internet Trade Companies (AKIT) and the Association of Retail Companies (AKORT) to the Chairman of the State Duma Vyacheslav Volodin. Izvestia got acquainted with the document.
In the project, instead of biologically active additives, another term is used – food products that have not received an assessment of compliance with technical safety regulations and are prohibited from circulation. The associations are confident that the proposed wording can be interpreted as a ban on the sale of products that have not passed the conformity assessment, because they themselves are out of regulation: now, in principle, manufacturers are not required to certify some of the products, but their implementation is still permissible. For example, the speech about meat, poultry and fish was clarified to Izvestia in AKIT. It turns out that if an online store contains products without conformity assessment, the entire resource can be blocked without a trial.
