“Either it’s an expensive treatment, or it’s a diagnosis. Because it so happens that a diagnosis has not yet been established, or a diagnosis has been established, but there is still no status that the child is disabled, because in the status of a disabled child they already receive support from the state, everything they need. As a rule, it is provided through the Ministry of Labor at the expense of the state budget, but there are cases – some kind of injury, an accident, or a disease that requires immediate action, ”Volynets said.
If the use of materiel for these purposes is allowed, then families who need expensive medical care for children will have a “safety cushion”, said the children’s ombudsman.
In some cases, charitable foundations do not have enough funds to pay for all medical procedures, so it is necessary to expand the possibilities of using mother capital, she stressed.
Treatment at the moment is not included in the list of articles for which the expenditure of mother capital is possible.
According to Volynets, initially maternity capital could be spent in three areas: education of the child, the funded part of the mother’s pension and improvement of living conditions.
“There may be an objection that we have compulsory medical insurance. And thank God that we have free medicine, but there are some moments, there are some procedures that are not included in the compulsory medical insurance. And, for example, parents with children with disabilities know how important, for example, rehabilitation is. Timely rehabilitation “, – says Volynets.
Earlier that day, the founder of the National Parents’ Committee proposed to give one of the family members the right to use maternity capital funds for rehabilitation procedures or expensive treatment outside the scope of the compulsory medical insurance.
The Children’s Ombudsman pointed out that sometimes a difficult diagnosis given to a child or health problems, for example, due to an accident, traffic accident, often require significant financial costs from the family.
