Russian President Vladimir Putin has extended the dacha amnesty until March 1, 2031. The corresponding law was published on Thursday, December 30, on the official Internet portal of legal information.
For nine years, Russians will be able to register residential, garden houses, and land plots in a simplified manner. The new measure applies to residential buildings built before the City Planning Code of the Russian Federation came into force (May 14, 1998).
Lifetime inheritance and perpetual use of the land are now recognized as ownership.
As stated in the document, the owner of a land plot that was received, for example, as an inheritance before the entry into force of the Land Code of the Russian Federation – before October 30, 2001 – should not receive ownership of it in Rosreestr. Also, citizens will be able to transfer this site by inheritance and sell.
This bill was considered by the State Duma in October.
The head of the committee on natural resources, property and land relations, Nikolai Nikolaev, declared the need for such a mechanism and proposed to make it permanent. First Deputy Chairman of the Chamber’s Committee on State Construction and Legislation, Mikhail Yemelyanov, said that this innovation “meets the interests of a large number of Russians.”
Yuri Sinelshchikov, First Deputy Chairman of the State Duma Committee for State Construction and Legislation, noted in August that many Russians had not had time to legalize land plots and residential buildings, in this regard, it was decided to extend the program for five years.
