The Head of Government of the City of Buenos Aires Jorge Macri announced this Wednesday an agreement with the national Government for compliance with the injunction that guarantees the payment of 2.95% of the co-participation. After the hearing in the Supreme Courtthe parties outlined how the payment and transfer of resources will be carried out.
“We want to give the people of Buenos Aires certainty that We reached an agreement on the collection of 2.95% “This allows us to provide responses from the City,” said Macri upon leaving the meeting in the Buenos Aires neighborhood of Tribunales.
Agreement between the Nation and the City for co-participation
At the meeting in Court, Jorge Macri He was accompanied by the City’s Attorney General, Martin Ocampoand the Buenos Aires Minister of Justice, Gabino Tapia. The Secretary of Finance represented the Nation, Carlos Gubermanamong other officials.
“This is a very important step forward and is supported by the good will of both parties, the national government and the city,” added the Head of Government of Buenos Aires. The announcement was made after the new hearing convened by the Supreme Court of Justice.
In this way, the payment that the Nation will make to the City for the resources owed for revenue sharing was defined at the meeting.
How will the co-participation payment be made?
The parties agreed at the meeting to submit a joint agreement within five business days to comply with the precautionary measure, which establishes the payment of 2.95% of the co-participation. The purpose of this agreement is to ensure that payment is made as follows:
- 1.40% in daily drip.
- 1.55% on a weekly basis.
These two payment guidelines make up the total of 2.95% announced by Jorge Macri today. “While the in-depth discussion continues, because the City has, in our understanding, a right to 3.50%, the Nation has a different view and we will continue to work on that, but we have taken a very important step forward,” said the mayor of Buenos Aires.
In this way, Jorge Macri achieves something that he had been demanding, which is to collect the money that would correspond to him on a daily basis. co-participationBut technically, the national government cannot include the CABA share in the distribution with the provinces because what there is so far is a precautionary measure from the Supreme Court.
Since the ruling is not final, the City cannot yet be said to have won the dispute. In this sense, the agreement that would have to be signed will make it clear that the Nation has not considered the case closed and that in any case it will devise a mechanism for sending the money by “daily drip” but outside of the Co-participation.
“I value the national government’s gesture of seeking an agreement and that together we can unblock something that both administrations inherited and that seemed to have no solution,” explained Jorge Macri.
The previous national administration of President Alberto Fernández decided, without consultation and unconstitutionally, to take part of the revenue sharing from the City and lower the coefficient to 1.4.
When the City filed a complaint with the Supreme Court, Kirchnerism never complied with the precautionary measure of December 22, 2022, which recognized the City a revenue sharing coefficient of 2.95.
