Presidents of the Courts of Accounts meet in La Rioja to debate and highlight provincial policies

“The audit courts must have autonomy, they have their own budget, their own salary, and under no circumstances should the State cut them off. But they also have to know that they are controlled so that they act in defense of the interests of the majority, who represent the different powers,” he explained, emphasizing the constitutional reform and the autonomy of the audit courts.

On the other hand, Mayor Armado Molina highlighted the participation of all the national representatives of the audit courts. “We have a plan, and we have priorities,” he said.

One of the most popular meetings

For his part, the president of the Provincial Court of AccountsJorge Menem He explained that, “we are proud that they have chosen us as the host province, and we have the pleasant surprise of receiving a record attendance at meetings of the Secretariat, surpassing the meeting that was held in Buenos Aires.”

“Something must call them, we are willing in these three days to work hard, and see how to meet the people’s demands to do things better, to show better, and for transparency,” he stressed.

In addition, Menem commented that members of audit courts from all over the country, general audits of Salta, Jujuy and the Association of Official Entities of Public Control of Mercosur (ASUR), natives of Brazil, arrived in the province.

Menem spoke during the meeting and expressed: “in a country organized politically as established by the National Constitution, the state is a form of social organization that has sovereign institutionswhich regulate the life of a certain community of individuals within the framework of a territory”.

“Currently, the social role of the state is questioned very frequently, and perhaps the internal mechanisms of operation have to be rethought. (…) But such discussion under no circumstances can conclude that as a sovereign nation the state must renounce the protection of the rights of citizens; to provide quality basic services in education and public health, to promote social and economic development; to provide infrastructure and public services such as construction of schools, hospitals, housing, improving roads; transportation, energy; protect the environment and natural resources; combat poverty and inequality,” he noted.

And he pointed out: “Argentine society does not demand less state, but rather demands a better state, and it is our obligation to meet that demand.” “We must raise our voices against those who believe that by taking away the rights of the population we will have a better country,” he emphasized.

Finally, he urged “to take on urgent challenges: improve the efficiency of the public service, strengthen democratic institutions and increase transparency in government acts.”

In that sense, the head of the municipal TC of the City, Verónica Saavedra indicated that, “La Rioja was chosen as the venue for this third national meeting, and it has to do with the historical milestone marked by Governor Quintela, regarding the constitutional reform, which “It shows enormous progress on the new generation of rights and federalism.”

“From that fact, we are going to give three days of debate and work, on new methodologies, artificial intelligence, etc.,” he commented. Saavedra also highlighted that the meeting refers to the transfer of management.

During the event, the meeting was declared of provincial interest by the Legislature of La Rioja, and of municipal interest by the Capital Deliberative Council.

La Rioja, as a model of constitutional reform

Next, Sergio Oste, president of the permanent secretariat of the Courts of Accounts, Public Bodies and Organizations of External Control of Argentina said that, “We are here to debate the control issues that matter to us and fundamentally, the issues that matter to people.”

He recalled that, “the reform of the Constitution of the Province was sworn in, and it was a spectacularly pleasant event, and I have never seen a swearing in of the Constitution, with authorities who have to comply with it, before a stadium full of people, and the living forces of the Province, for that it is worth my congratulations.”

“We looked at some points of the Constitution and the one that was interesting was Basic Income, which generates equal opportunities, and a right that is food,” he said.

He also highlighted the rights that were contemplated in the new and reformed Magna Carta of Rioja, where the state takes charge of those individual and collective rights of each and every inhabitant of the Province.

In turn, Marco Peixoto, pro tempore president of ASUR, expressed his satisfaction with the historic meeting in La Rioja, and the figure of Governor Ricardo Quintela stood out for the reception from the international authorities. In that sense he emphasized the debate for Brazilian-Argentine external control.
