Privatization of Airlines: the debate begins in Congress in plenary session of commissions

The Government had announced the initiative at the end of September, under the protection of article 9 of Law No. 23,696 on the Reform of the Menem State. An impulse that materialized after a conflict with the aeronautical unions, although strictly speaking the libertarian administration had included Aerolíneas among the companies to be privatized in the original Base Law, although it later withdrew it due to requests from the opposition. In that fight, the Government also removed Pablo Biró, secretary of the Airline Pilots Association, from the company’s board of directors.

The debate on the sale of the company, which will take place in the plenary session of the Transportation and Budget and Finance committees, was not scheduled but, after the meeting between Executive officials and an expanded table of official allies (PRO, MID and a majority sector of the UCR)the Government obtained legislative support to once again insist on Aerolíneas. The priority that the ruling party has for a new privatization – even more emblematic than that of the Belgrano Loads– is clear from the suspension of the Labor Legislation Commission along with the lack of scheduling a meeting for the Budget 2025.

The Government is based on previous projects presented by the PRO and the Civic Coalition. The first was authored by the deputy Hernan Lombardi and also declares the company “subject to privatization” in the terms and with the effects provided for in Law 23,696. Furthermore, it authorizes the Executive Branch to “establish the legal framework and carry out the procedure to implement the privatization process referred to in Article 1.” The other initiative was presented by the head of the Civic Coalition block, Juan Manuel Lopez.

This fact is not minor, since in addition to continuing to collect votes for the majority ruling, the Government looks at potential allies in the room. The support of the UCR, at least the majority bloc of Rodrigo De Loredo, and the Civic Coalition, would allow the ruling party to break the ceiling of one third and get closer to the majority of 129 votes required to approve the project.

When the Government announced the decision, the presidential spokesperson, Manuel Adorni, argued in his usual press conference that the flag line “it drags a chronic deficit as a result of the disastrous efforts carried out by each and every one of the populist governments which causes the need to carry out constant transfers of public resources that put fiscal sustainability at risk.”
