The Government launched a regime that aims to extinguish the reciprocal obligations between the National State and the provinces, including the Autonomous City of Buenos Aires (CABA).
The Government announced a new Regime for Extinction of Reciprocal Obligations through Decree 969/2024. The new regulations, published in the Official Gazette, seek to resolve financial conflicts between the Nation and the provinces.

Among the benefits of the new regime are mentioned: renegotiation of debts between the National State and the provinces/CABAthe total or partial extinction of obligations to facilitate the clean-up of public accounts and the improvement of co-participation to ensure a fairer distribution of funds.


This is how the text expresses it: “It is considered appropriate to create the Regime for Extinction of Reciprocal Obligations between the NATIONAL STATE and the Provinces and/or the AUTONOMOUS CITY OF BUENOS AIRES as a tool that allows offering to all jurisdictions, including those that do not had adhered to the Federal Fiscal Responsibility Regime created by Law No. 25,917 and its amendments, the possibility of extinguishing its obligations in order to facilitate the process of cleaning up public accounts and overcoming the state of emergency that the country is going through“.
As explained by Lisandro Catalán, vice chief of the Interior Cabinet, later in a press conference, it will be optional for the districts to adhere and The Executive may deliver lands, companies, routes and other assets to pay off liabilities.
“The provinces and/or the Autonomous City of Buenos Aires must declare to the Ministry of Finance of the Ministry of Economy, through the highest authority of the jurisdiction, your willingness to participate in this regime within a period of thirty (30) administrative business days counted from the entry into force of this decreewhich may be expanded by the enforcement authority,” the decree states.
The official explained that this new regime will create a dialogue table between the provincial leaders and the national government. It was also highlighted that the districts can process through the new regime only the debts they consider necessary.
This way they can be negotiated compensations, conciliations, transactions, recognition, referrals and any other operation whose purpose is the cancellation of debts.
