Those close to the Casa Rosada will meet, separately, in advance of a summit of leaders of the Norte Grande with the IDB, in Santiago de Estero.

Presidency

The governors of the ten provinces of the Norte Grande will participate this Friday, in Santiago del Estero, in a meeting organized by the Inter-American Development Bank (IDB) which will be attended by the newly appointed Argentine Foreign Minister, Gerardo Wertheinand representatives of the international financial organization. In the preview, the “dialogue” provincial heads will have a meeting to discuss an issue that worries them because it will set the course of their efforts: the 2025 Budget.

The block of leaders of the NOA and NEA is made up of Raúl Jalil (Catamarca), Leandro Zdero (Chaco), Gustavo Valdés (Corrientes), Gildo Insfrán (Formosa), Carlos Sadir (Jujuy), Ricardo Quintela (La Rioja), Hugo Passalacqua (Misiones), Gustavo Sáenz (Salta), Gerardo Zamora (Santiago Del Estero) and Osvaldo Jaldo (Tucumán). By two provincial sources consulted by Scopeit was confirmed that this Thursday the “dialogue” governors Jaldo, Sáenz, Jalil and Passalacqua will meet for dinner, at least, to address the treatment of the 2025 Budget project in the National Congress, which is being analyzed in commissions and that The ruling party would like it to come down to the premises for voting, in the third week of November.

A source from a provincial ruling party reported that the leaders who maintain fluid dialogue with the Casa Rosada are willing to collaborate so that the Budget be approved, on condition that the national financing forms for unfinished public works in their provinces are added. “They are the same ones that were signed with the now Chief of Staff, Guillermo Francosbefore the approval of the Bases Law, but which the current administration failed to comply with. In addition, certificates of pending works for companies, of unfinished projects, should also be canceled with national resources, in order to give them continuity, even if it is with local financing,” said this official.

The big question for these governors close to the Government, it emerged, is whether the Executive Branch has the will to have a Budget approved by Congress, considering that in December of last year the President Javier Milei extended the 2023 Budget for the current year and empowered the then Chief of Staff, Nicolás Posseto adapt the games freely. The concern is not minor because a week ago, during a presentation, the President announced that he will continue to govern without a Budget in case Congress does not approve the project sent by the Executive Branch. “I am not worried that it will not be approved, I will govern with the 2023 vote. It is not my problem if Congress does not want to approve it”challenge. A few days before, in the same direction, Francos pointed out something similar in an interview. “The President hopes that the Budget he sent will be approved, but if it is not approved he will tell the Argentines ‘we are going to govern this way,'” he warned.

“If the ‘law of laws’, as the State’s spending forecast is known, is not approved, the Government will have absolute discretion about the resources because the Budget, at least, allocates the resources and then fights for their implementation. Without this, the governors will depend much more on the pen of the Casa Rosada and a scenario like this in 2025, an electoral year, would be unimaginable,” reflected the source of one of the “dialogue” leaders.

Investment agenda

This Friday’s meeting of the ten governors will be at the Forum Convention Centerwhere financing opportunities will be explored for projects that promote the Sustainable Development Goals in the region, as reported by the regional bloc. For this reason, they will be present president of IDB Invest, James Scriven, and the representative of the IDB in Argentina, Viviana Alva Harttogether with business chambers and interested companies.

From the pro tempore presidency of Norte Grande, held by Gerardo Zamora, the importance of these meetings was highlighted to strengthen cooperation on environmental issues, especially in the conservation of the Gran Chaco Americano. At the closing, the leaders will give a press conference to communicate the conclusions of the agenda of topics worked on together.
