FAS opened a case against the project “Roskontrol”

At the end of 2021, the FAS opened a case against companies that are part of the Roskontrol project. A source in the market told Izvestia about this, the FAS confirmed this information.

The project has been specializing in quality control of consumer goods for almost 10 years. The case involves a possible violation of Art. 14.2 of the law on protection of competition – unfair actions that mislead consumers.

According to the FAS, the service received a statement from the Association of Consumers of Russia, where it was said that the manufacturer of dairy products, Chistaya Liniya, violates the law and competes unfairly. The fact is that on the packaging of its products the company uses a quality mark from an independent quality control system, on which Roskontrol is written.

The FAS clarified: the service reviewed this data and found out that we are talking about a voluntary system for evaluating goods. The project uses the designations “Roskontrol” and “Quality Control” on its quality mark. It is issued by the National Institute of Expertise and Quality Control. In its name, the system uses the “ros-” element, which causes consumers to associate with the state structure, although the state does not participate in the project, the FAS said.

In July, the service sent a warning to Roskontrol demanding that the element “ros-” be removed from the name. But he was ignored, the FAS noted. Therefore, a case was initiated against three companies that are working on the project: ANO “National Institute for Expertise and Quality Control”, RPO ZPP “Union of Consumers R.O.S. Media” (administrator of the website “Roskontrol”).
