In the registry offices of the Rostov region, the ban on loud laughter during the solemn marriage ceremony was excluded from the rules of conduct. This was announced on Friday, January 21, by the civil registry office of the region.

On January 17, a decree on the procedure for holding marriage ceremonies in the Rostov region came into force. In particular, there appeared a ban on laughter. This innovation caused a public outcry.

“Taking into account public opinion, the registry office of the Rostov region clarifies the wording regarding the ban on loud conversations (including on the phone), exclamations, laughter, in the order of holding a marriage ceremony in a solemn atmosphere by the civil registry offices,” the statement says.

Now, according to the new wording, we are talking about loud conversations, including on the phone, and other actions that interfere with the marriage ceremony in a solemn atmosphere on the premises of the registry office.

Earlier, in October 2021, the head of the Ministry of Justice of the Russian Federation, Konstantin Chuichenko, proposed replacing paper certificates of the registry office with an entry in the register, and issuing extracts from the register upon request. So, with the new changes, people will not need to draw up paper documents, while they will be able to quickly receive an extract from the register in electronic or paper form at any time.
