The heads of municipalities should most seriously solve the problem of stray animals. This was stated on January 23 by the Governor of the Trans-Baikal Territory Alexander Osipov during a meeting via videoconference.
Andrey Lim, head of the state veterinary service of the Trans-Baikal Territory, noted that the problem exists in many regions.
“The governor has ordered the immediate need to conclude contracts in municipalities for the capture of stray animals. Emphasis was placed on changes in the regulatory framework, ”Osipov’s press service quotes the official.
According to Lim, it is necessary to build a network of shelters for captured animals, the authorities will consider the issue of additional funding for municipalities.
The leadership of the region will also study the experience of Yakutsk and Ulan-Ude, where people died after being attacked by stray animals.
On January 21, in the village of Domna, Trans-Baikal Territory, a pack of dogs attacked a girl when she was returning home from a music school through the private sector. The child died.
A criminal case has been initiated under Part 2 of Art. 293 of the Criminal Code of the Russian Federation (“Negligence, negligently resulting in the death of a person”). Chairman of the Investigative Committee of Russia Alexander Bastrykin instructed to transfer the case to the Main Investigation Department of the department.
The next day, Osipov announced his intention to seek amendments to the Federal Law on the capture of stray animals.
