Drone numbering rules to come into effect in September

The Ministry of Transport of the Russian Federation has postponed the planned entry into force of the draft order “On approval of the procedure for applying state, registration and accounting identification marks of civil aircraft” from March 1 to September 2022. This was reported to Izvestia in the press service of the department. The document under discussion regulates the procedure for applying accounting identification marks (the equivalent of automobile license plates in civil aviation) to drones with a payload capacity of 250 g to 30 kg.

“To date, a positive opinion has been received from the Ministry of Economic Development on the results of a regulatory impact assessment (RIA). The draft order is at the final stage of completion. The planned date for the entry into force of the order is September 2022,” the ministry’s press service said.

What is the reason for the postponement of the entry into force of the document, the Ministry of Transport did not specify. Probably, the reason is the amendments to the Air Code of the Russian Federation, which were adopted at the end of 2021, says Yuri Chernyshev, an expert in the field of regulatory regulation of the operation of unmanned aerial systems, a representative of Russian Post JSC. They gave the Ministry of Transport the authority to develop the order and procedure for applying numbers to drones. However, the changes will only take effect on September 1st. Consequently, only then will the Ministry of Transport formally receive the right to develop the discussed norms, the expert pointed out.
