2024 was marked by the policies of the libertarian Javier Milei, where despite having a minority in Congress, he managed to pass the Base Law and apply a good part of his adjustment plan and chainsaw. In 2025 the first national elections will be held under his presidency. What is voted on and when?

By Constitution, the presidential term lasts four years, so In the 2025 elections, what will specifically be at stake will be the partial renewal of the two Chambers of Congress. The time of the deputies who were elected in 2021 and the senators who were voted in 2019 will expire (they have a 6-year term).

In total, 127 of the 257 seats in the Chamber of Deputies and 24 of the 72 seats in the Senate are renewed. The Government has high expectations of growing exponentially since before taking office it had only two seats: those of the presidential duo of Javier Milei and Victoria Villarruel.

Due to the difference in the duration of the mandates, not all provinces renew senators, which does happen in Deputies. There is a conceptual explanation. While the lower house represents the people, the upper house represents the provinces, which have three benches each. Two for the political force with the most votes and one for the second.

In 2025, senators will be voted in eight districts: CABA, Chaco, Entre Ríos, Neuquén, Río Negro, Salta, Santiago del Estero and Tierra del Fuego.

The project to eliminate STEP

The Government recently announced the sending to Congress of a series of bills for Electoral Reform. Among the changes is the elimination of Simultaneous and Mandatory Open Primaries (PASO). It seems difficult for them to be approved in the same year as the elections, but it is not yet ruled out.

Last Monday his own Chief of Staff insisted on the idea. He commented that the 2025 electoral process to elect national deputies and senators “it will have an estimated cost of more than 500 million dollars, between PASO and general elections.”

“If we eliminated the PASO, we would save between 35% and 40% of that sum. That is, we are talking about savings of more than 150 million dollars,” said the official in a publication on his social networks.

Regarding the dates, if the PASO are not eliminated, there would be two national elections. The PASO in August and the general ones in October. The Government admits that it does not have the consensus to remove them. Although it is still to be defined.
