“Recommend that the Bank of Russia, with the participation of the Ministry of Economic Development of Russia, develop and approve methodological recommendations for credit institutions explaining the specifics of the activities of socially oriented non-profit organizations in order to simplify the provision of loans (loans) to such organizations, including under concessional lending programs,” the list of instructions says. .

Last October, the Russian government announced new payments to small businesses and NGOs affected by the COVID-19 pandemic. The project involves the allocation of a lump sum in the form of a grant.
