There will be changes in Gross Income, benefits in the ABL and elimination of stamp taxes for rental contracts with a tourist or commercial destination, among others.
The head of the City Government, Jorge Macri, will announce this Tuesday measures that will benefit merchants, monotributistas and retirees.

One by one, the measures announced by Macri
- Express refund of credit balances less than or equal to $2 million for those who pay Gross Income taxes. It will be done in 96 business hours, when before it took more than 3 months. It reaches 221 thousand taxpayers. It is the first time in history that the City decides to return money to taxpayers in a simple and fast way with a 100% online procedure.
- Exemption from ABL for more retirees and pensioners. There are about 37,000 more retirees who will stop paying it if they receive less than four minimum pensions and the tax value of their house does not exceed $40 million. This exemption also applies to people with disabilities.
- Exemption and reduction of Gross Income Tax rates for non-professional services such as plumbers, electricians or hairdressers, among many other trade workers. It is a project presented in the Legislature that will benefit almost 138,000 taxpayers. All categories will have 100% exemption if they invoice below $6,450,000 annually.
- 0% rate on stamp tax on rental contracts with commercial and tourist destinations. In this way, all rentals are exempt, because until now only those for housing were exempt.
- The stamp rate will also be zero for vehicle leasing operations, and for the accession and transfer of real estate development trust quotas, to facilitate access to housing. The purchase and sale of a family home under $205 million is exempt from stamp tax.
- A bill will be presented to adhere to the National Large Investment Incentive Regime (RIGI) and national money laundering.
- With ARCA, work is being done on the simplified regime that unifies local taxes with the National Monotax. It benefits 210 thousand monotributistas.
- A bill will be sent to the Legislature that contemplates a Plan for the regularization of administrative and judicial debts of all taxes collected by the City (ABL, patents, Gross Income, stamps) with remission of compensatory and punitive interests.
