The government of Javier Milei made official the tender for the “Mercosur Route” and 9,000km of highways

The national government began privatization plan of the concessions of the so-called “Mercosur Route” and more than 9,000 kilometers of routes and highways through the publication of the Decree 28/2025 in the Official Gazette. This decree establishes a twelve month period to execute the bidding process for eight sections and routes belonging to the National Road Network, currently under state administration.

The decree orformalizes the decision to transfer to the private sector the management of more than 9,000 kilometers of road infrastructure, among which is the strategic Mercosur Route. This corridor is key for regional trade, since it connects Argentina with Brazil, Paraguay and Uruguay.

In its article 1, the decree specifies that “the sections and routes that are part of the National Road Network, detailed in the ANNEX (IF-2025-00934117-APN-DNV#MEC), will be tendered within a maximum period of twelve ( 12) months, in accordance with the regime established in Law No. 17,520 and its modifications.”

He bidding process will be done “under the modality that is considered most appropriate”, with the objective of awarding toll concessions for tasks such as construction, operation, administration, repair, expansion, conservation, maintenance, and provision of services to users. Besides, The possibility of developing new complementary activities is contemplated or collateral that generates additional income.

The Government justified this measure based on the Law of Bases and Starting Points for the Freedom of Argentines, that establishes the guidelines for the administrative reorganization. This framework seeks to optimize the functioning of the State and promote public management characterized by transparency, lagility, efficiency, effectiveness and quality for the benefit of the common good.

In the recital of the decree, it was highlighted that the measure “favors the reduction of the size of the state apparatus, with the objective of reducing the deficit, making public expenditures transparent, balancing the State accounts and guaranteeing effective internal control in the national public administration, thus ensuring transparency in the management of public finances.”

In this framework, it was highlighted that the purpose of the bidding for the concessions is to “ensure the conservation and maintenance of the routes, highways and highways involved, guaranteeing assistance services to users, as well as improvements in infrastructure and security for transportation in general.” According to article 2 of the decree, the Ministry of Economy will be in charge of “modifying the composition of the sections of the National Road Network described.

In the recently published decree, Road Corridor No. 18 is mentioneda strategic infrastructure that crosses several Argentine provinces. This corridor begins in the province of Buenos Aires, at the junction with National Route 193, located in the Zárate District, and extends through the provinces of Entre Ríos and Corrientes. Its route also includes National Route No. 174, that connects the town of Victoria, in Entre Ríos, with Rosario, in Santa Fe, crossing the Paraná River.

The National Government highlighted the relevance of this road corridor, pointing out that “It is fundamental not only for the Argentine coastal region, but also for the entire Mercosur, since it connects three of the four member nations of this intergovernmental bloc. through a land route, and incorporates in its route the connection to the Salto Grande Binational Dam.”
