Opportunities and challenges of the new ports and shipping agency

The changes in the body that manages commercial navigation open a new chapter in Argentine river commerce.

On January 6, the national government announced the dissolution of the General Administration of Ports (AGP) and the creation of the National Ports and Navigation Agency (ANPyN). This new body, which depends on the Ministry of Economy, will manage the port of Buenos Aires and the Paraná-Paraguay Waterway. In addition, dredging will be tendered to private companies. With these changes, a 79% reduction in personnel and the sale of properties and assets are projected.

Like any change in government infrastructure, this reorganization will present challenges for foreign trade and logistics actors. Adapting to a new bureaucracy can be complicated.

In management changes or in the organizations where these changes arise, operability is lost for a time, while the new structure adapts. It is essential to minimize this adaptation period. Furthermore, it is crucial to closely monitor the evolution of operability, as many processes could become more complex.

However, this modification also opens many opportunities for the sector and the country. Firstly, it seeks to resolve the lack of transparency that affected the AGP. This measure represents a first attempt to eliminate the biases that previously existed in the organization. Although this action contributes to the development of the sector, Argentina needs more initiatives of this type to boost its exports, since there are still many aspects to improve.

Secondly, reducing the size of the agency could be beneficial, as it would help eliminate several taxes and fees associated with current processes.

Although concrete information is still lacking, this measure promises to provide greater benefits to companies. It is important to stay attentive to the news of the new organization to confirm if these benefits materialize.

We hope that this new measure will reduce bureaucratization in the organization. Beyond that, it should be the starting point to generate faster and more efficient solutions in all public organizations in the country.
