Citizens plan to simplify access to decisions on overhaul, for example, on its cost, list and sequence of work. To do this, it is proposed to reduce the required quorum of votes at meetings of apartment owners in the building from 2/3 to 1/2. The relevant bill “On Amendments to Art. 44 of the Housing Code of the Russian Federation” will be submitted to the State Duma in the spring session of 2022, Svetlana Razvorotneva, deputy chairman of the State Duma committee on construction and housing and communal services, told Izvestia.
In reality, it is almost impossible to gather 2/3 of the owners in order to make decisions on overhaul, the deputy explained. If the payment for the overhaul is handed over to the “common pot” (account of the regoperator, about 84% of all houses in the Russian Federation), and the residents were unable to hold a meeting, after six months, local governments make decisions for them, Svetlana Razvorotneva said.
In fact, all the planning documentation for approval is prepared by the refurbishment operators, said Pavel Sklyanchuk, an expert on the thematic platform of the ONF “Housing and Urban Environment”.
Often in such cases, first of all, repairs are not what is a priority for residents, said Svetlana Razvorotneva. If money is collected for a special account at home, and this is about 16% of the country’s total housing stock, then repairs are not carried out at all without the decision of the meeting, the deadlines are delayed, and prices for building materials are growing, meanwhile, the parliamentarian noted.
