According to Izvestia, in mid-February, the State Duma will adopt in the first reading the bill “On Amendments to Article 11.17 of the Code of Administrative Offenses of the Russian Federation.” The document proposes to significantly increase the punishment for violations of the rules of conduct in railway transport.
By this, the authors of the bill mean illegal boarding or disembarking while the train is moving, driving on the steps, roofs of wagons or in other places not suitable for passengers, as well as unauthorized stopping of the train.
Currently, the fine for this offense in Russia is 100 rubles, it has not changed for 20 years. The authors of the initiative, including Vice Speaker of the State Duma Sergei Neverov, head of the Committee on Security and Anti-Corruption Vasily Piskarev and other high-ranking senators and deputies from United Russia, propose to set it in the range of 2,000 to 4,000 rubles.
As Izvestia was told in the apparatus of the State Duma, the bill has already been supported by the legal department of the lower house and recommended for consideration on February 15. This information was confirmed by one of the authors of the bill, Deputy Chairman of the Committee on Security and Anti-Corruption Anatoly Vyborny.
“Increasing the fine by 40 times is the most effective measure, because now, by and large, there is no responsibility. 4 thousand rubles against 100 is a completely different amount. Of course, we understand that a juvenile violator is unlikely to be able to pay it himself, parents will join in, and their influence will also reduce the number of hooks, and, consequently, reduce the number of injuries and tragedies on the railway, ”the parliamentarian explained to Izvestia.
According to the Russian Ministry of Internal Affairs, only in the Central Federal District for seven months of 2020, 11 minors were injured while traveling outside the trains, four of them died.
