The authorities of the Trans-Baikal Territory have introduced a high alert regime due to dog attacks on people. This was announced on February 5 in the press service of the government of the region.
“In the Trans-Baikal Territory, a high alert regime began to operate in connection with the threat of attacks by stray animals on people in the territories of settlements. The corresponding decree, signed by the governor of the region Alexander Osipov, entered into force on February 5, ”the message says.
It is noted that the high alert mode will exclude the stay of stray animals on the streets of cities and towns, and will also ensure the priority of the safety of human life and health.
“In particular, the regime will control the ban on feeding animals without owners, walking dogs without owners, and preventing the capture of neglected animals. The State Veterinary Service needs to quickly ensure the operation of temporary animal shelters, as well as determine the needs for the construction of permanent ones. Local governments, in cooperation with law enforcement agencies, must ensure the safety of people, ”the press service added.
Earlier, on January 22, dogs attacked a seven-year-old girl in the Trans-Baikal village of Domna, when the child was returning home from a music school through the private sector.
On the fact of the death of a child, a criminal case was initiated under Part 2 of Art. 293 of the Criminal Code of the Russian Federation (“Negligence, negligently resulting in the death of a person”). The head of the Investigative Committee (IC) of Russia, Alexander Bastrykin, instructed to transfer the case to the Main Investigation Department of the department.
After reports of the tragedy appeared in the media, a popular gathering took place in the region. Local residents claimed that the problem with stray animals in this area was not solved for many years.
The Governor of the Trans-Baikal Territory, Alexander Osipov, noted on the same day that he intends to seek amendments to the federal legislation on the trapping of stray animals.
Andrey Lim, the head of the state veterinary service of the Trans-Baikal Territory, said that it is necessary to build a network of shelters for captured animals.
In addition, the governor of the region will provide material assistance to the family of the deceased girl, the Ministry of Health announced its readiness to provide psychological support, as well as to bear the costs associated with the burial of the girl.
Since the beginning of 2022 alone, 64 cases of dog bites have been registered in Chita. For the whole of 2021, Rospotrebnadzor registered more than 2.3 thousand cases of dog bites in Transbaikalia, 212 of them with dangerous localization and 11 with multiple deep wounds.
