Alexei Uspensky, Minister of Economic Development of the Sakhalin Region, has been removed from his post while the investigation of a criminal case of negligence in the exercise of his powers is being carried out. This was reported on Monday, February 7, in the press service of the government of the region.
“A decision was made to remove the head of the regional relevant department for the duration of the official investigation,” the press service said.
The reason for this decision was the fact that a criminal case was submitted to the court against Uspensky on the improper performance of his official duties in 2018.
Marina Agliulina, his first deputy minister, will act as regional minister of economic development, the government of the region specified.
Before initiating a criminal case, the prosecutor’s office checked the Aqua City water sports and fitness complex. The materials of the regional department of the FSB were also made public, as a result of which the facts of unreasonable spending of budgetary funds were revealed.
During the investigation of the criminal case, it was established that Uspensky, as a minister, signed the act of acceptance and transfer of the complex in 2018, although it was unsuitable for operation due to shortcomings in the installed equipment. Uspensky also did not organize an examination in accordance with the established procedure to verify the results of work provided to contractors, did not create an acceptance committee.
The budget of the Sakhalin region suffered damage in the amount of more than 96 million rubles. During the investigation of the criminal case, the deputy prosecutor of the region filed a civil suit against Uspensky.
On February 4, it was reported that the Preobrazhensky Court of Moscow sentenced Magomed Dzhelilov, the former head of the Derbent district of Dagestan, to 7.5 years in a penal colony. He was found guilty of embezzlement. The second defendant in the case, former district deputy Akif Balakhanov, received a suspended sentence.
Earlier, on December 23, it was reported that a criminal negligence case was opened in the Altai Territory after Russian President Vladimir Putin was informed during a press conference about interruptions in coal supplies in some parts of the region due to high coal prices.
It is clarified that the case was initiated based on the results of the pre-investigation check, as well as on the received decision of the prosecutor of the Altai Territory.
