Completed case of embezzlement in the supply of computers for the Ministry of Internal Affairs for a billion

An investigation into the case of embezzlement in the purchase of computers for the Ministry of Internal Affairs, the total cost of which exceeds 1 billion rubles, has been completed. This was reported to Izvestia on Thursday, February 10, by a source familiar with the investigation.

According to investigators, the guilt of the sole founder and former general director of the supplier company, 123 Solutions LLC, Grigory Blazhko, has been fully proven and the criminal case against him will be taken to court.

It was also established that Blazhko had accomplices, but their identities are still unknown. According to some reports, among them were employees of the Department for Logistics and Medical Support of the Ministry of Internal Affairs of Russia. The investigation in their respect is separated into a separate proceeding.

Blazhko and his accomplices are accused of trying to steal budget funds under a contract for the supply of domestic computers for the needs of the Ministry of Internal Affairs. According to investigators, they were going to hand over to the department equipment that did not meet the requirements of the contract. However, the scam failed: the ministry refused to accept the equipment.

Information that the project for the supply of 30.3 thousand personal computers for the Ministry of Internal Affairs was at the center of criminal proceedings appeared in early November last year. Then the publication CNews, citing sources, reported that 123 Solutions could use false documents about the Russian origin of imported equipment.

The tender of the Ministry of Internal Affairs for the supply of PCs was announced in March 2020 in the format of an electronic auction with an initial maximum contract price of 1.12 billion rubles. The deadlines for summarizing the results were shifted several times, including due to complaints to the Federal Antimonopoly Service of the companies Tegrus (Merlion structure), Depo and Aquarius.

As a result, 123 Solutions won the auction. According to the terms, the department was supposed to receive Russian-made equipment. The company was going to supply computers of the Russian brand RDW, which, however, are not in the register of domestic radio-electronic products at the Ministry of Industry and Trade. The Ministry of Internal Affairs refused to accept the equipment and the contract was terminated. 123 Solutions challenged this decision in the Moscow Arbitration Court in December 2020. The court sided with the company and ordered the Ministry of Internal Affairs to accept the goods. After that, litigation was replaced by proceedings in the criminal-legal plane.
