In line with this, Argentina recently created the National Agreement for Financing of Health Technologies. This organism aims to evaluate with scientific rigor what pharmacological technologies are safe, effective and effectiveand what benefits can generate before the registration process for commercialization begins. It will be part of the Ministry of Health and will work side by side with Anmat.


According to the recent announcement Anefits will determine the opportunity and appropriate use of technology and evaluate all the scaffolding necessary for its implementation: necessary documentation, mechanisms, tariffs and prioritization criteria for evaluation processes. The key will be in determining the cost – benefit of the incorporation of the new technology. And here a question opens for medications of rare diseases that affect a minimum percentage of the population but still, with a high cost they continue to be a benefit for patients. The development of this type of medicines has a high social value, while deeply improving the quality of life of people who travel atypical diseases. At the global level, the population expects laboratories to advance with these drugs even when they do not have an insured investment return given the low prevalence of these diseases. The budget impact is huge but the State must play a fundamental role by ensuring the integral health of the entire population.
Although we still do not know in details and with depth how this new organism will work, the sector expects the evaluation to be comprehensive and comparative, that it is based on scientific evidence and that it is transparent and objective. In addition, a multidisciplinary approach that addresses medical, economic, social and ethical aspects would be very interesting. And also, that global knowledge is evaluated and applied taking into account the Argentine context considering the available resources and the needs of the population.
We could compare this initiative with NICE, the National Institute for Health and Care Excellence, an independent organization of the United Kingdom whose function is to provide guidance and advice nationwide to improve health and social care. It develops several guides that serve as advice for the different actors in the sector such as: clinical practice, public health, social care, quality standards. In this way, feel the bases on which decisions are made. It should be noted that their interventions are independent, based on evidence and with good use of public resources.
Returning to Argentina, the State has a key role as promoter of public policies that impact the entire population. Thus, it establishes the priorities, objectives and strategies in health through the formulation of policies, national plans and health programs.
The sector today expressly needs innovation, that the necessary changes in regulation are promoted so that technology is an intrinsic part of the sector and that the authorities contemplate the path traveled by an infinity of actors that have been part of the transformation for decades.
In the current context where technology deeply impacts health, adapting regulation is a priority. And in the same sense, public – private alliances are the path we need and deserve to build to democratize health, improve people’s quality of life and promote well -being for all Argentines.
