Legislators initiate a direct ban on the transfer of driving to children. We are talking about those cases when the child is put on his knees to the driver and allowed to steer. About this initiative, “Izvestia” was told by its author, deputy Tatyana Butskaya. She sent a corresponding letter addressed to the head of the State traffic inspectorate, Mikhail Chernikov.
“We have seen that such situations occur both on the Moscow Ring Road and on Kutuzovsky Prospekt, including when the movement is carried out at full speed. A child on the driver’s lap is unacceptable and illegal, ”Tatyana Butskaya told Izvestia.
The department responded to the deputy’s appeal that the Ministry of Internal Affairs does not keep separate statistics on the transportation of children in the same seat with the driver and the transfer of control of the vehicle to them. The Ministry of Internal Affairs added that the draft of the new Code of Administrative Offenses, prepared by the Ministry of Justice, provides for an increase in the maximum fine for violation of the requirements for the transportation of children (part 3 of article 21.23) to 5 thousand rubles.
The rules already prohibit transferring control of transport to a person who does not have the right to do so, recalled Viktor Travin, president of the Board of Legal Protection of Car Owners. This is indicated in Part 2.7 of the SDA.
“Article 12.7 of the Code of Administrative Offenses provides for a fine of 30 thousand rubles for transferring control of a vehicle to a person who obviously does not have the right to do so,” he said.
Vladimir Korobchak, chairman of the Krasnodar branch of the All-Russian Society of Motorists, also believes that additional articles are not needed, but it would be advisable to toughen the punishment: “substantially increase the fine” and provide for deprivation of rights for a period of three to six months in case of repeated violation.
