In the Russian Federation proposed to allow the killing of stray animals

According to amendments to the law “On the responsible treatment of animals” (Izvestia has it), the regions will be allowed to decide for themselves what to do with stray dogs. According to an Izvestia source in the government, although there is no such wording in the text of the amendment, de facto it means permission to kill.

The information that the proposal, according to which the regions themselves will be able to determine cases in which there is a threat to the life or health of people from homeless animals, as well as independently determine the procedure for actions in such cases, among others, was received by the working group of the lower house, confirmed ” Izvestiya, Vladimir Burmatov.

He stated that this idea will be considered on Monday, February 14, at a meeting of the working group along with several tens of thousands of other proposals sent to the State Duma in three weeks. Burmatov stressed that the protection of the interests of citizens and humane treatment of animals will remain the basis of the law “On Responsible Treatment of Animals”.

Ideas about the desire to allow the killing of homeless animals have already been expressed by some regional authorities in Siberia and the Far East, recalled the rector of the First Professional Canine Institute Konstantin Karapetyants. If the amendment is adopted, it will untie the hands of some officials. However, according to the expert, this will also cause great discontent among local animal rights activists and people who maintain shelters for federal funds.

Last year, deputies from United Russia submitted to the Duma amendments to the law On Responsible Treatment of Animals. They proposed to allow the regions, if necessary, to destroy dogs in a painless, humane way. However, Andrey Turchak, Secretary of the General Council of United Russia, immediately called the initiative “fake”. According to him, such amendments “put an end” to the responsible attitude of Russians to animals. Shortly thereafter, the sponsors withdrew their bill.
