Falling ice from roofs, untimely snow removal and other violations in the housing and communal services sector caused the initiation of 1225 criminal cases in 2021, the Prosecutor General’s Office told Izvestia.
In total last year prosecutors revealed 369.9 thousand such violations. As a result of the proceedings, in addition to initiating criminal cases, more than 80,000 people were brought to disciplinary responsibility, and more than 26,000 were brought to administrative responsibility.
Heavy snowfalls and a shortage of workers have led to the fact that traditional winter problems have worsened this year – yards not cleared of snow and injuries to people due to ice and icicles falling from roofs, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services told Izvestia Svetlana Razvorotneva.
“In some regions, the shortage of labor in the housing sector is estimated at 50%. The absence of labor migrants did not have the best effect on the industry. Salaries in the housing and communal services sector are lower than in the market, so people are reluctant to go there to work. The second factor is the weather. In snowy winters, it would be advisable to hire more janitors, but the funds allocated for housing and communal services by residents are fixed. Additionally, no one will fold. But not all management companies carefully fulfill their duties. And since you can’t put controllers on every roof, the problem persists,” she said.
