The “United Russia” asked the government to deal with the growth of payments for housing and communal services

Incidents of 40 percent increases in heating bills hit low-income families. This was stated during a government hour with Deputy Prime Minister Marat Khusnullin by Deputy Speaker of the State Duma, a deputy from the United Russia party Sergei Neverov.

“At a meeting with voters, in social networks, the issue of increasing payments for housing and communal services is constantly raised, especially this year for heating – an increase of 40%. This has hit low-income families hard,” he said.

Sergey Neverov stressed that the United Russia people’s program set the task of reducing the maximum allowable share of citizens’ expenses for paying for housing and communal services and the amount of resources consumed through energy-efficient measures.

Marat Khusnullin replied that, according to the law, there should not be such an increase in heat tariffs.

“According to the approved government decree, we have the opportunity to increase housing and communal services by 4% throughout the country. The growth of tariffs at the end of 2020 amounted to 3%, at the end of 2021 – 3.1%. Cases of growth in payment for heat by 40% must be checked individually.” Tariffs should be taken very seriously,” the Deputy Prime Minister said.

According to him, in the case of using energy-saving technologies and mechanisms for restructuring loans, it is possible to achieve a non-increase in the growth of payments for housing and communal services by reducing losses.

“At the same time, we will simply reduce consumption. But these are systemic measures that we will discuss separately,” Khusnullin added.

Earlier, on February 8, lawyer Sergey Sergeev revealed ways to avoid overpayments for housing and communal services. According to him, sometimes payments include services that are not mandatory. As an example, Sergeev cited the payment for the concierge, cameras, maintenance of the land around the house, and so on. You are not required to pay for them: they are included in the city’s “maintenance and repair” tariff, the specialist noted.

In December 2021, the Federal Antimonopoly Service (FAS) told Izvestia that the national average tariffs for housing and communal services would increase by no more than 4% from July 1, 2022. FAS will control the change in the cost of housing and communal services and will continue to monitor tariffs, the department said.
